Mass General Law Chapter 60 Section 23 The collector of taxes for any city, or for any town having more than five thousand inhabitants, as determined by the last preceding national or state census, shall, on written application by any person, and within ten days thereafter, excluding Saturdays, Sundays and holidays furnish to such applicant a certificate of all taxes and other assessments, including water rates and other charges due.
The Treasurer’s office will provide a Municipal Lien Certificate upon receiving the following:
- A written request or an online request stating the property address, parcel ID, and current owner of the residence in question
- A self-addressed stamped envelope if a written request is made
- A check or online payment of $50 for Residential Properties, $100 for 4+ Family, $150 for Commercial Properties made payable to the Town of Belmont to cover the processing fee.

The average turnaround time for an MLC is five business days from the date the Treasurer's Office received the request and payment. MLCs are done once a week. Municipal Lien Certificates can be scheduled for pickup if requested in advance.
